Democrats in Congress seek to open the program to families of four earning $83,000 per year or more. The President has made it clear that he is open to expanding the program, but not to cover well-off families before States enroll 95 percent of those lower-income children first.The foundation of SCHIP is utterly implausible in the first place. It assumes the efficient transfer of funds from taxpayers to the needy as their tax dollars go from their pockets to Washington and then back to state governments and ultimately back to the people who "need it." Like its uglier older sister, Medicaid, SCHIP subsidizes people whio do not need help, makes private insurance more expensive for everyone else, and discourages low income families from climbing the economic ladder.SCHIP's scope is much broader then legislatures will have you believe. The program already provides coverage to children in families who do not qualify for Medicaid, which is supposed to service the poor who cannot afford private insurance. 60% of children currently enrolled in SCHIP already had private health insurance prior to the program's inception. Currently, about 45 percent of American children are enrolled in either Medicaid or SCHIP." Inevitably, many families substitute SCHIP for private coverage. In fact: Economists Jonathan Gruber of MIT and Kosali Simon of Cornell University find that, in effect, when government expands eligibility for SCHIP and Medicaid, six out of every 10 people added to the rolls already have private coverage. Only four in 10 were previously uninsured.What this means is that SCHIP and Medicaid cover four previously uninsured Americans for the price of 10. Sound efficient? I didn't think so. Nevertheless, Republicans want to renew it, and Democrats want to expand it.SCHIP accomplishes what democrats have long sought to achieve which is an enslaved middle class with no incentive to climb the economic ladder. If a single mother of two earning minimum wage in New Mexico increases her annual earnings by $30,000, her net income does not change: She pays an additional $4,000 in taxes and loses $26,000 in SCHIP and other government benefits. Why should families expend that extra effort if it will leave them no better off financially?Expanding SCHIP would pull even more families into that low-wage trap. Again, this is what I am convinced Democrats want.
