    ISLAMABAD, June 17: For the first time in the country’s history, details of the defence budget for the current as well as the next financial year were placed before parliament amid applause from both treasury and opposition benches.The Leader of the House in the Senate, Raza Rabbani, laid before the house the papers containing service-wise break-up of the Rs295.306 billion budget for the next financial year and Rs276.186 billion revised budget for the current year.At the outset of the session, which started two hours late, Mr Rabbani termed the move a step towards sovereignty of parliament.     Ron Paul Should Take Some Valium Before Debates

    It seems to be the general consensus among my few politically-minded friends that Ron Paul would receive much more support if he would take his yelling down a few notches in the debates. He comes off like a loose cannon when every answer to each question becomes a strident diatribe.I thought he did very well at the last debate on Sunday, but the freak-out factor was still present. So what causes this problem?1. Lack of attention given to him in these forums. It must get frustrating to try and make an impact given two questions, while standing there listening to Thompson, Romney, and Giuliani duke it out.2. Frustration at the bullshit that some of the candidates are spouting, like Romney's stance on gay marriage, trying to portray an anti-gay marriage amendment to the Constitution as a version of "freedom of religion." I think if I was up there, I might freak out too.3. Lack of feedback and critique from his own staff. With some of the candidates, particularly somebody like Romney, you can tell that they have undergone intense practice, probably with feedback from people experienced in debate tactics. Ron Paul would need some intense political grooming before he would have a shot at winning over any part of the Republican party.That said, the Fox News audience at the debate was out of line when they booed him on the Iraq War. Just another example of how backwards the Republican Party has become.

    GOP Not Participating in Minority Debates is Pure Folly

    I'm not one to buy into or promote stereotypes which is why when the front running GOP candidates pulled a no show at the NAACP debates I didn't post about it. Additionally when the same candidates blew off the debates hosted by Univision I didn't post about that either. (They also all blew off a conservative Christian forum in Florida around the same time.) However now that they have all opted out of the PBS debates at a historically Black college we officially have the beginning of a pattern. While many may attribute the worst possible motives to this behaviour I see other more likely and more logical reasons.Number one being that by and large the GOP has written black voters off much in the same way the Dems had previously written off the South. Meaning that the numbers have shown that spending time and effort elsewhere turns out a greater number of voters or wins more districts. However in regards to the Hispanic debates I see another motive altogether. Simply put the odds of having to answer really tough questions about immigration are about one hundred percent. In a debate like that the odds of you having a better answer than the guy after you (who had more time to think) go down drastically. Given the strong anti-illegal immigrant sentiment amongst certain subsections of the GOP base actively engaging Hispanics or seeming sympathetic will invariably swing their votes to another candidate. Additionally given the fact that Hispanics are not a solid voting block there is no guarantee of a decent return for ones efforts. So by not engaging Hispanics the GOP front runners avoid losing votes from the base.The problem with this "its all about the numbers" strategy is that it puts short term individual gains ahead of long term party growth. Couple that strategy with the fact the GOP leadership has in the past exploited racial strife in order to turn out white voters and the Dems have free reign to paint the Republicans as the little tent party. Now I'm no marketing expert but it seems to me that allowing your competition to define your public image isn't the best way to be successful. In order for the GOP to be viable in the long term it must take steps to engage minority voters even if it costs them votes from members of the base. Because given current demographic trends those members of the base that have been lifting them up will soon turn into an anchor that drags them even further down.

    Wisconsin Withdraws Plan for $15 Billion Tax Hike; Debates $1 Billion Tax Hike

    Democrats in Wisconsin's state legislature have dropped their demand for a $15 billion tax hike to pay for a universal health care system, if Republicans will agree to impose $1 billion in taxes on hospitals and cigarettes. The proposals are part of the delayed state budget, which was due back on July 1.The health care proposal would have expanded the existing state low-income system to cover 98 percent of the state's residents. Back in June, we noted that paying for it would have required a 100 percent tax increase, making the combined federal-state tax burden in Wisconsin a whopping 41.8 percent. It also would have been the largest tax increase enacted by any state, and would have moved Wisconsin to #1 in state tax burdens (up from #7).Putting aside the efficacy of taxing hospitals as a way to increase medical care, the proposed $1.25-a-pack cigarette tax surpasses even the federal $1-a-pack tax proposal we discussed here.     It is only a few years ago since I learned about Jürgen Habermas' division of statements into constative, normative, and expressive statements, and today I wish this would be mandatory education in school. I often engage in debates, but more often than not, the debate falls apart because people apply normative or expressive values in constative utterances, and one just can't use morals or personal taste in fields that deal with cold facts.To briefly summarize, the statements can be classified as follows:Constative statements—which can be objectively evaluated as true or false. For example, the statements: "the light is on" or "the Moon is made of cheese" can be determined to be right or wrong no matter what people might think of it.Normative statements—whose truthfulness require a consensus among a group of people.     Mitt Romney, who is too popular to participate in the debates, is the only hold out at this point. From the Washington Post: This just in: The Republican CNN/YouTube debate, in limbo for the past few weeks, is on again. But Mitt Romney, who won Saturday's Iowa straw poll and has criticized the debate format, has yet to commit to the Nov. 28 event. Romney, the lone GOP holdout, has posted more videos on his YouTube channel (283 as of Sunday afternoon) than any other presidential candidate, Republican or Democrat. But he has resisted the debate, in which videotaped questions are submitted through YouTube. In an interview with Manchester Union Leader, Romney said, "I think the presidency ought to be held at a higher level than having to answer questions from a snowman."

    Oh noes! We don't want to face questions from cancer patients removing wigs, homos, and anyone else who isn't Fox News! Via Ana Marie Cox at Swampland: I talked to people from a few of the campaigns today and they say that the movement to abandon the format is real. Romney's mocked the event outright, Giuliani's people told Ambinder that "scheduling" was an issue (insert Iraq Study Group joke here) but I've heard from others that many in the GOP feel that the deck in a YouTube debate would be somehow stacked against the candidates. Are they dodging "real" Americans in favor for a more tightly scripted event? Payback for the Dems skipping Fox in some weird televisual karmic sense? (OR is Fox pressuring them to do so? Hmmm.) I'd be wary about the event if I were a candidate myself, but if they do manage to kill the thing, I'll be disappointed.

    The clear victor coming out of Monday's CNN/YouTube Debate was the viewer. Never before have voters received such access to the campaigns or the ability to control the focus of an event. The debate likely brought people into the process that haven't participated in the past and created enough buzz that previously disengaged voters tuned in for the first time in 2008. It proved that users are intelligent enough to directly connect with the candidates without the need for a moderator or talking head expert. In those respects, the debate was certainly a success.Of course, this format was not earth shattering. Already in this cycle voters had more access to candidates and campaigns than ever before. Hillary Clinton asked voters to pick her campaign song. The two most memorable campaign videos thus far--Obama Girl and the 1984 videos--have both been user-created.     John Stossel is always a refreshing face to see in the mainstream media. His common sense approach to analyzing public policy is second to none.     By now, you've probably seen, heard, or read about the exchange between Ron Paul and Rudy Giuliani in the second Republican presidential debate last week in South Carolina. In that discussion (see video below), Paul suggested that the US needed to adopt a non-interventionist foreign policy, because US action abroad had led to terrorist attacks. Giuliani responded that Paul needed to retract his claim the US invited the terrorist attacks. Paul refused to change his statement, though he never actually said the US invited the terrorist attacks. The next day, Paul further defended his position on CNN's Situation Room: I think he's [Rudy Giuliani] going to have to back away from his statement pretty soon, because I found two very clear quotes in the 9/11 Commission report that says that very thing, that our foreign policy has a very great deal to do with their willingness and desire to commit suicide terrorism.
