| | L’« aterro do Flamenco » de Rio de Janeiro transposé à la ville Panama. | | 2007-10-03 16:49:03 | | L’entreprise brésilienne Norberto Odebrecht vient de recevoir le feu vert pour commencer les travaux de construction d’un boulevard côtier, « la cinta costera », qui remplacera l’actuelle Avenue Balboa. Le boulevard sera construit en s’inspirant de l’«aterro do Flamenco» de Rio de Janeiro au Brésil construit dans les années 60 par le célèbre architecte brésilien Roberto Burle Marx disciple de Le Corbusier. Aterro do Flamenco, Rio de Janeiro, Brésil.Il s’agit de construire un terre-plein en béton en remblayant 25 hectares gagnées sur la mer. Le terre-plein permettra d’éviter de coûteuses expropriations. Il en résultera un imposant boulevard à double voie, des ponts pour les piétons, des pistes cyclables, des espaces verts, un théâtre à l’air libre. Le coût de total l’ouvrage est de 189 millions de dollars, et l’entreprise aura 540 jours pour le livrer. Le projet s’intégrera dans un projet plus vaste d’assainissement de la baie de Panama, projet qui fera l’objet d’un prochain billet dans ce blog. Plan du projetLa procédure d’appel d’offre pour la construction du boulevard côtier a été organisée par la Ministère panaméen des Travaux Publics (MOP) en deux étapes selon les règles de la Loi No. 22 du 27 juin 2006, texte qui réglemente les marchés publics qui ne concernent pas l’Autorité du Canal ; une première étape se basa sur le meilleur prix et elle aboutit à la sélection de deux candidats : a) l’entreprise Norberto Odebrecht. b) Le Consortium « cinta costera » composé des entreprises ICA Panama, FCC Construction et Corporation M&S International.
