    Nearly $1 out of every $5 on Georgia banks' loan books bankrolled homebuilders and real estate developers — by far the highest proportion in the state in at least 30 years, according to federal regulators' data.Even during the savings-and-loan crisis of the 1980s and 1990s, when thousands of banks and thrifts across the nation failed, Georgia banks were far less exposed to these higher-risk loans. Today, the banks have double the concentration of those loans, according to federal data on banks.Such loans are considered higher-risk than mortgages or conventional business loans because of the boom-and-bust nature of the real estate development business and the uncertain value of assets such as raw land and unfinished projects.

    FSU just allowed 11 runs in the 9th as I write this, moments after coming back from 3 down in the 8th. Tough luck for Seminole fans, whose team now faces elimination against either Miami or Georgia in a couple of days, barring a miraculous comeback.Even then, I wouldn't be too worried about the Seminoles, who survived a handful of elimination games in the process leading up the College World Series. I wouldn't be too surprised to see them bounce back. Hopefully they won't and Miami will have an easier time of it on the road to the title game.What's more important is how the Canes do against a formidable Georgia team today. The Bulldogs have 2 1st round picks on their squad in SS Gordon Beckham and reliever Josh Fields (considered to be a huge stretch in the 1st, like Carlos Gutierrez). They are to be taken seriously in my opinion.     Since Hyundai/Kia has dropped the idea of a pickup truck, Kia's new assembly plant in West Point, Georgia will instead turn out small cars. The first vehicle that will roll off the assembly lines in 2009 is Kia's Sorento, with body on frame construction well suited to a pickup. What doesn't seem primed for a pickup, however, is a softening market, so Kia has decided to redouble its efforts on small cars.No details about the upcoming car were discussed, only that we should expect a Spectra-sized C-segment vehicle that may be shared with Hyundai. Hyundai CEO Kim Dong-Jin confessed to the organization losing its way slightly by slacking off on small, high volume cars and going after larger vehicles to bolster the brand images and offerings.     News stories from across the state of Georgia on Wednesday highlighted the current debate in the state on tax policy: should the state cut the car tax, cut income taxes, or cut neither?The first question that needs to be asked is whether or not a specific tax on cars is justified in the first place, either for externality reasons or some benefit principle justification? Otherwise, it is just an arbitrary tax on a selected product, making it poor tax policy. Therefore, to the extent that the car tax should be raised or lowered depends on the answer to the question "is the current car tax too high or too low for what its purposes are?" If the current car tax is too high, then it should be cut, financed by either higher taxes on a broad based tax or lower spending (depending upon whether government is at its optimal size or not).And that brings us to the second question: should income taxes be cut? Georgia has been very good beating teams they should at home this year. I think this one goes down to the wire. Georgia Tech beat Virginia in Charlottesville in OT in their other meeting this season. Jacket PG Matt Causey should be in uniform tonight after suffering a mild concussion against Duke last Wednesday. It is a pretty simple formula for Georgia Tech to win. If they can keep their turnovers under 16 and the FT margin less than 10, then they have an excellent chance to win. Look for D'Andre Bell to stick Virginia's Sean Singletary on defense most of the night. The two football powers square off in Baton Rouge on Sunday both counting down the days until Spring Football Practice begins. The Bulldogs are losers of 9 of their last 10 while LSU is a respectable 3-3 since the firing of coach John Brady. Georgia is just 1-8 on the road this year and shooting just 37% from the field in those games away from Stegeman Coliseum. I like the energy LSU has shown under interim coach Butch Pierre who is auditioning for the job full time. Wake Forest is on the bubble for the NCAAs and a second loss to Tech could cripple their chances. Georgia Tech does not appear to match up well with Wake's penetration and kick offense, but the Wake defense was the one who had trouble matching up with penetration last time. Tech made 9 more FT than Wake shot last time, had 4 less turnovers, and shot 54% from the field. PG Matt Causey is a game time decision for Georgia Tech after taking a hard fall against Duke on Wednesday. If he not 100% then it makes Paul Hewitt's job even more difficult in this one. Georgia has not beaten Florida since 2004 and lost earlier this year by 10 despite a phenomenal performance by Sundiata Gaines. Florida is just 2-5 away from home this year while Georgia is 11-3 at home - those 3 losses are to Kentucky, Tennessee, and Vanderbilt who are arguably better than the Gators. Florida barely beat South Carolina at home while Georgia has lost to the 3 best teams in the SEC by a combined 17 points in their last 3 games. I think having Billy Humphrey this time around will make the difference for Georgia.Prediction: GeorgiaFlorida Georgia lineFlorida will be a slight favorite in this game due to their overall record dominating Georgia's. Then on Thursday, a home game with Virginia was canceled due to a leaky roof. Nevermind that Georgia Tech is paying their former football coach $1M per year for nothing. The Hokies have a distinct honor in the ACC; they are the only team to lose to Tech in Atlanta. The Yellow Jackets have been very good on the road though. Virginia Tech needs good wins like they had against Maryland and more importantly must hold serve at home. For Georgia Tech to win they need to take care of the ball (15 or less turnovers) and play good perimeter defense where they have lacked most of the season. It has been and up and down (and up and down) season for Tech. The Yellow Jackets have lost their last 3 games including a 1 point loss to Miami last Sunday giving the Hurricanes a sweep of their own for the season. For Georgia Tech to pass on this favor to Virginia they have to take better care of the ball on offense. The Jackets had a season high 22 turnovers last Sunday to Miami. The last time UVA and GT met, Georgia Tech forced overtime late and then dominated the extra period. Senior Matt Causey led the way and will have to play a big role in this game as well. Another mystifying aspect to Tech's season is their poor home record - they have just 1 ACC home win and are below .500 on the season (5-6). I think Georgia Tech plays better defense and gets into a rhythm from the outside to take this one in Atlanta.Prediction: Georgia TechGeorgia T

The key to the Yellow Jackets turnaround has been the play of G Matt Causey who splits time with freshman Moe Miller at PG for Paul Hewitt. Georgia Tech is also turning the ball over much less than in their previous games. Maryland does not have stars, but does have a good group of 5 who all had double figures in points in a win over Virginia this week. I think this game comes down to the turnover battle. Neither team is very good at holding on to the ball, but Georgia Tech has done a much better job of it recently.
