    In the Conservative Voice site today was an article about anti-missile systems moving into testing phases for commercial aircraft titled, "Airline to test anti-missile system." One would think this to be considered a GOOD thing. But after reading through the article, it sounds like American Airlines isn't particularly thrilled at the prospect. At least, that's the way it reads to me and I'm sure there will be those who think differently than I after reading it.As it goes, starting this spring, three American Airlines jets will be outfitted with anti-missile defense systems. These tests won't be performed on actual passenger flights. The article reveals that the first aircraft, a 767-200 will be outfitted in April. The tests are to determine how the equipment will hold up under flight conditions.Per the statement in the article from American Airlines, "American said it is "not in favor" of putting anti-missile systems on commercial planes but agreed to take part in the tests to understand technologies that might be available in the future." Uh, is there any other reason to participate in the tests then?The U.K.-based BAE Systems PLC was awarded a $29 million contract from the Department of Homeland Security to test it on passenger planes. And American Airlines has been working in conjunction with BAE for a couple years. So what is the point of all that work if you don't want the stuff on your planes? I just don't get it.There are, according to the article, several tests left to be completed. One of which is to create a system that will initially hold up for at least 3,000 hours and to be followed by a system that will withstand 4,500 hours of use. BAE expects to test a system which it expects to last up to 7,000 hours by 2009. The systems at current, cost approximately $500 thousand to $1 million per aircraft. Nice price tag.     In an interesting commentary in Le Monde, French historian Alexandre Adler calls out some obvious inconsistencies in the US plans to deploy its missile defense shield in Poland and the Czech Republic. The bottom line in his article is something that has been discussed and concluded numerous times and claims that Russia's position is justified as it sees no basis for the system, it sees no threats, it sees no justification for such rapid action.But Mr. Adler brings into point the fact that although NATO countries have agreed with the US regarding the need for the system, the missile defense system will be under US management.The envisaged system will form part of the US strategic forces, not those of NATO, taking all right of inspection or discussion from the European allies, as well as from the Russians, represented in Brussels by a liaison mission whose importance was once deemed to be considerable.Despite US promises to give the right of inspection to Russian military officials of the planned missile defense sites, the fact that the system will be out of NATO jurisdiction means Russia will have little say in what happens next to the system as it will not be able to use its position in the Russia-NATO council (Russia fears most the future expansion of the missile defense sites). The military aspects of the system are also briefly analyzed in the Le Monde commentary:Thanks to the radar system set up on Czech territory, the two main Russian intercontinental missile bases would at last be covered by permanent means of observation; currently, only satellites, whose field of vision remains random, enable the United States to monitor the silos. That means quite simply that the United States would acquire an antiforce first strike capability whose nightmarish threat had, however, disappeared at the end of the eighties.Mr. Adler suggests the US use the proposal by Vladimir Putin regarding the Gabala station in Azerbaijan; yet we are all aware of the slim chances for that

    No Missile Shield in Azerbaijan

    So, Putin decided to make himself look a little nicer than he is; he offered to make a "compromise" on the whole missile shield situation. This paragraph from Stratfor pretty much sums it up.By rejecting the proposal, Washington would look hostile and uncompromising. Accepting it would mean basing the missiles near the Iranian border, possibly too close to intercept long-range missiles fired from there. Using Russian radar -- which currently is insufficient for U.S. needs -- would make the entire system dependent on Russian cooperation. And pulling the system from Poland would be a signal to Central Europe that military agreements with the United States are subject to negotiation with the Russians. That, of course, is exactly the signal Putin wants sent.If, and only if, Bush decides to go through with the missile shield, he shouldn't build it in Azerbaijan.

    Significant progress was made yesterday at the G8 summit in Germany during the meeting between George Bush and Vladimir Putin on the issue of the US plans for the deployment of an ABM system in Europe. But despite the relief that the discussion has caused by taking any "Cold War" analogies off the table, the US ABM shield issue is far from over, and many questions still remain which have little hope for an answer at the moment.But the most important development is the fact that Russia now accepts the need for close cooperation on the US ABM deployment by its borders; it thus acknowledges that the US and Russia have common threats in the Middle East, particularly Iran.
