The size of the state and local tax burden varies by state, of course, and changes over time within each state.In a new Tax Foundation Special Report,  "State-Local Tax Burdens Dip As Income Growth Outpaces Tax Growth," senior economist Gerald Prante computes each state's combined state-local tax burden, accounting for taxes paid out of state.The nation as a whole paid 9.7% of its income in state-local taxes, down from 9.9% in 2007 primarily because income grew faster than tax collections between 2007 and 2008.New Jersey residents paid 11.8%, topping the charts. New Yorkers were close behind, paying 11.7%, and Connecticut was third at 11.1%. The top ten were rounded out by Maryland (10.8%), Hawaii (10.6%), California (10.5%), Ohio (10.4%), Vermont (10.3%), Wisconsin (10.2%) and Rhode Island (10.2%).Alaskans pay the least, 6.4 percent in 2008,

    New Jersey's disgraceful actions came up in last week's hearing in front of the House Small Business Committee about H.R. 5267, the Business Activity Tax Simplification Act of 2008 (BATSA). The recently introduced bipartisan bill would prevent states from reaching across their borders to tax businesses that have no physical property or employees within a state. Many states have adopted a theory of "economic presence"-taxing out-of-state businesses because they have customers or "exploit" the market within a state-as a way of exporting tax burdens to non-residents and obstructing interstate commerce. H.R. 5267 would enshrine a "physical presence" rule, limiting taxation only to those businesses actually in the state. Corzine conditionally vetoed a proposed tax break yesterday sought by major media companies and those looking to lure high-tech firms to the state, but the bill's sponsor said he would look into overriding Corzine's move. Corzine said he was concerned that the cash-starved state government could not afford the tax break, which was supported by companies such as Cisco Systems Inc., the Walt Disney Co., and NBC Universal. He said he also wanted companies receiving a tax break to face job-creation requirements. Under a conditional veto, New Jersey governors can propose amendments to make a bill acceptable.     New data released by the National Center for Education Statistics, highlighted in a recent Tax Foundation Fiscal Fact, reveal that New Jersey has jumped up to number one in terms of per pupil spending. It's no coincidence that the state also has the highest property tax collections per capita, as well as the highest median real estate taxes on owner-occupied housing, according to the Census Bureau (based on actual dollar amounts).In the 2004-05 school year, the Garden State spent $14,117 in current expenditures per student. New York was second at $13,703 per student, followed by Connecticut, Vermont, and Rhode Island.These high education spending numbers are made possible by New Jersey's high taxes in nearly ever tax category. Typically a state will have a high tax on one item (like property or sales) and a low tax on another (like income). But New Jersey ranks among the highest taxed in almost every category.     New Jersey and New York Receive More in Tolls than Gas Tax Receipts

    fThe Tax Foundation has posted a new table to the website comparing how different states receive revenue from gas taxes versus the money collected from toll roads. Four states—New York, New Jersey, Delaware, and Alaska—receive more revenue from toll collections than from gas tax receipts. The Empire State collects over four times more from tolls than gas taxes. Some states have no toll revenue.Why do some states rely so heavily on tolls while others merely raise revenue through gas taxes? Using tolls as a user fee for roads is an easier way to export tax burdens to out-of-towners because those who drive on roads with tolls (typically interstates) are more likely to be out-of-towners than those traveling on local roads. Plus, it is much more efficient to have a toll road on an interstate where entry is easily excludable than having someone pay a toll for each time he/she makes a turn inside a city from 1st Street onto 2nd Street.Also, any history student will know that

    Right out of college, I shared an apartment with a girl from New Jersey. I loved to listen to her talk, but sometimes I didn’t understand what she said. Later, I hear she said the same thing about me! I visited her hometown, New Brunswick, for a few days and found out she didn’t have a speech impediment after all -everyone talked like that! Thirty years or so later, I drove through New Jersey again. I was just passing through, but I stopped for breakfast. Living in Kentucky, I’m used to being asked “grits or hash browns?” when ordering breakfast. Sometimes they ask “grits or potatoes?” But in Jersey, the waitress asked me “Would you like hash browns or potatoes?” I was flummoxed. All my life I though hash browns were potatoes! Silly me!
