    Hillary Clinton won yesterday's Pennsylvania primary by 10 points. This margin of victory was healthy enough to allow Clinton to stave off calls for her to withdraw from the race and cede the nomination to rival Barack Obama. More importantly, surviving Pennsylvania allows her to compete in the upcoming primaries in Indiana and North Carolina on May 6.Last month I wrote about how Clinton could emerge from the wilderness and salvage her chances at winning the nomination.     A few things to watch for today:Hillary Clinton is touting the fact that she now leads the popular vote. Of course, the only popular vote metric that finds her ahead is one that includes both Florida and Michigan. Obama supporters will be quick to note that he wasn't even on the ballot in that state and the Democratic Party, so far at least, will not seat either delegation in Denver.Watch for superdelegate movement to... Obama. Though it has been a trickle more than a sudden rush, the superdelegate movement to Obama since Super Tuesday has really been overwhelming. Obama has netted something like 60 or so supers, while Clinton has essentially broken even (due to defection, death, or resignation). Already this morning Oklahoma Governor Brad Henry has endorsed Obama after initially saying he wouldn't publicly support anyone until Denver. This debate was significant because it represented the last best chance in which the two candidates could impact the race before the Pennsylvania primary on April 22. It seems that the moderators put Obama on the hot seat when he was having an off night (again) and this time he didn't have Edwards there to pick up his slack.     New Poll Gives Obama Edge in Pennsylvania

    Call him the comeback kid. According to a new poll done by Public Policy Polling (PPP), Obama now has a slight lead over Clinton in Pennsylvania. The poll showed Obama had 45 percent and Clinton had 43 percent support. A poll also done by PPP between March 15 and March 16 showed Clinton leading 56 percent to 30 percent. According to this PPP poll Clinton had a 26 percent lead just two weeks earlier. Obama still has a long way to go before he can claim any kind of victory in Pennsylvania. Certainly the kind of comeback he has had in the polls can be seen as a victory for the Obama campaign at this point in Pennsylvania. Barack Obama began lowering expectations in Pennsylvania as soon as he started campaigning there. Obama acknowledged that a 10 point loss to Clinton in the state would be entirely possible.     Looks like a significant portion of their voting machines are on the fritz...From Fox News:April 1 2008 -Philadelphia- Pennsylvania secretary of the commonwealth Pedro Cortes announced that thousands of voting machines were malfunctioning. In a press conference late Tuesday evening he stated,"Simply put, they (the voting machines) won't start up. We are working closely with the manufacturer Diebold to solve this problem.     Visiting My Best Friend In Pennsylvania

    My husband and I visited my Filipina best friend in Pennsylvania on October before her wedding and I was her maid of honor. She is my schoolmate and become my best friend since we still in Philippines. We have a great time together as we do shopping, eat together in the restaurant and go to church. My parent knows her and I have known her for almost 9 years. She got married to an American man also who loves her and care about her and now they are living in Pennsylvania happily together. I am happy for my best friend Cheryl as she found someone who loves her and taking care of her. We visited her last year and I am glad my husband and I visited her and I was her maid of honor. We took a picture together, as you can see here and the big stuffed St. Bernard dog that I am hugging with, it was a gift for her from her mother in-law when she arrive her in the States as a welcome gift. I miss her already since we do not live in the same States but its okay, because we chat online.

    In what appears to be a growing trend, one state senator in Pennsylvania is seeking to impose a tax on adult entertainment services, arguing that such a tax would "remediate the harm they are doing in communities." Jane Orie said Friday that she will ask the Senate to approve a resolution asking the Legislative Budget and Finance Committee to study the possibility of a 10 percent excise tax on adult-oriented businesses.     Pennsylvania Woman Wins Toilet Paper Tax Lawsuit

    Back in October, we reported on Mary Bach, a Pennsylvania woman who sued K-Mart because her $3.99 toilet paper purchase was incorrectly taxed (for 28 cents). The Associated Press reports that Ms. Bach won her lawsuit, and under Pennsylvania's consumer protection law, K-Mart must pay $100 (357 times Ms. Bach's actual damages).     Pennsylvania American Water's Rate Case Approved

    Today, the Pennsylvania Public Utility Commission (PUC) approved a settlement of Pennsylvania American Water's rate case. The settlement, which was reached among the company and the PUC's Office of Trial Staff, the Office of Consumer Advocate, Office of Small Business Advocate and other parties, calls for an overall increase of $36 million per year, or an 8.9 percent increase. This includes a portion of a surcharge that customers have already been paying related to the Distribution System Improvement Charge (DSIC). When factoring in the higher level of DSIC that customers are currently paying, the effective overall increase of the settlement is 6.5 percent. This is the first increase the company has received in base rates since 2004. "Delivering quality water service requires continued investment to replace aging infrastructure and make the necessary system upgrades to meet drinking water standards," said Kathy Pape, president, Pennsylvania American Water.     The Democratic presidential candidates mixed it up last night in Philadelphia at what was their most contentious debate thus far. One of the many storylines going into the debate was whether anybody could stop the Clinton steamroller. Coming out of the debate, the storyline is that Clinton finally took one on the chin and now looks vulnerable. She committed an unforced error that provided the weapon all the candidates can use to take her down.About Mike Gravel:The debate lasted two hours and involved all the candidates except for Mike Gravel. Gravel was not missed, as the flow of the debate seemed a bit less disjointed. In the previous debates, whenever Gravel spoke, I got the sense that listeners would roll their eyes and attempt to tune him out. Because he often said something awkward or outlandish (such as his assertion that he didn't need to repay his credit card debt), the audience would laugh or shake their heads in disbelief.     Having just watched the Democratic debate in Philadelphia, I can confidently say that the Democratic horserace just became considerably more competitive. The major news story of the night is that Hillary Clinton proved what John Edwards has been attacking her on all along: her obfuscations, evasiveness, and "doubletalk."In short...Hillary Clinton's poll numbers should come crashing back down to earth. Expect her to spend a lot of time doing damage control in the near future because a huge hole was exposed in her armor and the other candidates and the media are going to drive a bus through it. She had better hope the word "doubletalk" doesn't stick. In the meantime, she better find a better answer to the illegal immigration question, and quick.Barack Obama did not score any knockout punches tonight, but he did well enough to stave off being written off by the media.     All the Democratic candidates (sans Mike Gravel) will participate in their next debate tomorrow evening at 9:00 in Philadelphia. The debate will be broadcast on MSNBC and will be co-moderated by Brian Williams and Tim Russert. Brian Williams moderated the very first debate held in Orangeburg, South Carolina, so this debate serves as a bit of a homecoming of sorts.The link I just provided was to the debate preview I had written in April in which I assessed each candidate's positioning, rivals, weaknesses, and ways they could make their path to the nomination a bit less bumpy. That was six months ago, and it is now the end of October. We are no longer in the preseason, as the Iowa caucuses are set for January 3, which is in just a little over two months. The race has taken on numerous storylines since this spring and several facts have been learned. Here's where things stand now:1. Keeping track of what's taxed and what's not in 7,400+ tax codes is a tough job, and if you mess up, you face fines and lawsuits.For instance, the following items are among those exempt from Pennsylvania's sales tax: wrapping paper, toothbrushes, coal, coffins, horses (but only if shipped out-of-state or used for commercial racing), three kinds of trout (out of twenty), gum, tourist promotional materials, and toilet paper.Yes, toilet paper—as the K-Mart in Monroeville, Pennsylvania recently learned. Local resident Mary Bach has filed a lawsuit demanding $100 in damages plus court costs because her $3.99 toilet paper purchase was incorrectly taxed (for 28 cents). Ms. Bach is no stranger to such complaints - she heads a consumer task force and led an outcry over grocery coupon rules. This lawsuit takes advantage of Pennsylvania's Unfair Trade Practices and Consumer Protection Law, which allows her, in this case, to seek damages 357 times her actual injury.With so many exemptions and deductions in our tax code, the real news story should be when someone gets it right, not when they get it wrong. Businesses small and large can suffer as they try to keep up with the ever-changing mess.

    Pennsylvania Shuts Down Visible Services in Tax-Hike Impasse

    If you wanted to see where Washington crossed the Delaware, or access the Pennsylvania State Archives, or go boating on the Susquehanna River, you're out of luck today.  Despite a $650 million state budget surplus, Pennsylvania Governor Ed Rendell is insisting on new spending and electricity taxes that the legislature is reluctant to support.  Because of the lack of a state budget, Pennsylvania today shut down all non-essential state government services and furloughed some 25,000 state employees.Among the "essential" services that are still open are five state-run casinos and state liquor stores, as well as prisons and health care programs for the poor.  Closed are state parks, permitting and licensing bureaus like the DMV, and even the lights that illuminate the dome on the state capitol.  That way, TV news cameras at the capitol will have something to show on screen as evidence of the state's distress.A few months ago, we mentioned the "Was

    Pennsylvania Judge Strikes Down Property Tax System

    There are many stories in the news about property taxes lately. To raise this important source of local revenue, counties and states have varying ways of assessing land and improvements for tax purposes. Allegheny County, Pennsylvania, uses a "base year" (2002) for calculating taxes, so changes in value from 2002 to 2007 are not considered.  With the recent fall-off in housing prices, this has created disparities within the county.  For example, in Edgewood borough, prices have risen by 36% since 2002, while in the neighboring Pittsburgh suburb of Braddock, prices have fallen by 16% over that same period.  But property owners in both boroughs pay taxes according to 2002 values.
