    We'd like to thank legislatures in Florida and Virginia for promoting sound tax policy by doing nothing at all.In June, Virginia Governor Tim Kaine (D) called a special legislative session that was intended to raise $1.1 billion in new taxes for transportation. Richmond policymakers had lots of different ideas about how to do that, most of them quite bad. Kaine and Senate Democrats each proposed a varying menu of localized and statewide increases in the general sales tax, plus higher taxes and fees on hotel rooms, car sales, car registration, and real estate transfers. Senate Democrats also wanted to raise the gasoline tax by six cents a gallon.     Bank of Japan Holds Rates Unchanged as Expected, Promises Flexible Policy

    As expected, the Bank of Japan held rates unchanged at 0.50% on Monday evening, citing a continuing weakening economic situation both locally and abroad, followed by promises to act flexibly versus uncertainties surrounding the Japanese economic outlook. Rising food and oil prices, along with the risk of a U.S. economic slowdown spilling into the global economy, were putting downward pressures on Japanese growth prospects. However, with interest rates already very low, the expected moderation in GDP would only be temporary, according to the statement released with the decision. The BOJ also cut its GDP target to 1.5% from 2.1%, adding that it expects core CPI to grow 1.1% rather than the previous 0.4% growth expected for 2008. The BOJ also said GDP and core CPI would average around 1.7% and 1.0% respectively in 2009. As a back drop, RBI has released a report on Macroeconomic and Monetary Developments in 2007-08.According to it, the Indian economy continued to expand at a robust pace during 2007-08 for the fifth consecutive year. Quoting Central Statistical Organisation figures, the RBI placed the real GDP growth rate at 8.7% in 2007-08 as compared with 9.6% in 2006-07.The report said the index of industrial production and the manufacturing sector grew by 8.7% and by 9.1% respectively. It further says the total foodgrains production is slated to reach an all-time high at 227.3 million tons, recording an increase of 4.6% over the previous year.The services sector maintained its double-digit growth at 10.6% during 2007-08 despite some moderation in pace.

Honest and thought provoking blogs. Anyway, as for being a Filipina, I can very well understand why some of my fellow Filipinos voice out about how the Philippine families think. They can abuse their privilege for sure. And what I don't like is when I am trying to help someone then I would find out that the money was spent on something else. It does irritate me especially when I sent the money not intended to spend on the matter that I didn't know about. Boy, it fires me up. I just take the heat because of the fact that I am trying to help no matter what and with all that I can.     Virginia Space Resupply Exemption Raises Policy, Legal Concerns

    The Harrisonburg (Virginia) Daily News reports on a bill signed earlier this month which exempts income earned from space launches or space resupply services from corporate and individual income taxes, so long as the services supply missions are launched from Virginia: The legislation amends the state tax code so that, starting in 2009, no tax would be charged on revenue from commercial human spaceflight launch services and training, or space resupply services, provided those launches take place from a facility in the state.The fiscal impact statement for the legislation notes that the impact of the tax exemption "is unknown, but likely minimal,"because of the lack of activity in this sector.While there may be a lack of activity now, there could be a great deal of activity in the future. Promising tax-free takeoffs is one way to help promote such space ventures.It doesn't hurt to plan ahead. Besides, the name "Virginia Space Port" has a nice ring to it.
